Not manually, but users who don't login after six consecutive months are automatically moved to inactive, and they lose their badges.

If they came back, the 500 post badge would automatically be returned, and I'd probably return any badges if they asked me too. Except Funke favorite since it became defunct after Funke left.

I suppose if a badge holder was banned, they'd also lose the badges as well, but it hasn't happened yet.

Speaking about badges, I noticed there wasn't that many perhaps more would be nice? Just a thought.
